This is referring to a future event when God will once again deal with the nation Israel, His chosen people, after the fulness of the gentiles comes in. At the present they have been set aside (Rom. 11:1-27, Acts 18:6) because of unbelief (as a nation, not individuals). As a result God is dealing with the gentile nations (Eph. 3:6-8) at the present time.

The scattering of Israel was part of the curses in Deut. 28, they were scattered out of the promised land for disobedience There is coming a time (Jer. 30:11, Psa. 107:3) when God will set the Jews up as the head of all nations and no longer the tail, part of the blessings in Deut. 28.

We measure directions, like east and west, based on the earth we live on. But the earth is a circle, and a circle is an infinite line.

Therefore God has removed our sins infinitely far away from us, so we can't even comprehend where they are. That is Good News.
