It would be a decision of the church, and they will decided based on their usual norms. But, he could just start his own ministry. In the end, this man will walk in the good works God has fore-ordained him to walk in. No.... I am not saying he does not have free will to do whatever he wants to do. I am saying that God changes a man's heart and mind, so that he will desire God's sovereign will as if it were his own will. This would apply to everyone involved in deciding if this man is going to minister. Ultimately, as with everything, it is completely left to the will of God. Hope that helped.
