I think that what Jesus was saying was that John was not just someone who appeared without any advance indication to generally speak on God's behalf (the root meaning of the word "prophet") in order to convey messages from God that did not necessarily pertain to immediately pending events, but (as Jesus noted in Matthew 11:10 and Matthew 11:14) that John had been designated for a specific mission by God (even before his conception and birth (Luke 1:13-17)) to be the fulfillment of previous prophecy (Malachi 4:5-6), and to be the chosen individual who would prepare Israel for the imminent appearance of the Messiah.
