I will try to answer this question with another question. Why did God give Lucifer the choice to rebel against Him, and why did God allow Adam and Eve the choice to rebel against Him and Sin? I know that the word predestine seems to preclude choice but actually, it doesn't. Isaiah 14:24-27, Isaiah 46:8-10, and Ephesians 1:5, speak directly to what the Biblical meaning of predestined is. God has a purpose that is determined long before it is brought to pass. It means God is completely capable of planning and bringing about what He has planned. Colossians 1:26 speaks of this, by implying that all that is God's good purpose for those who are His people is through grace, but even though God knows who will accept His grace and who will not, He allows everything to play out in the order He has predetermined. God could have created and programmed a robotic creation that had no choice, I suppose, but He chooses to create humans in His image with a mind, body, and spirit thus giving humans a choice to follow Him or not.
