In my opinion, this verse is saying that, since the Holy Spirit (as one of the three Persons of the Godhead) is fully and truly God, He possesses the full range of God's omniscience and knowledge, no matter how complicated, obscure, or inaccessible that knowledge might be from a human perspective. He is fully aware of all of God's purposes and designs, from the greatest to the most minute and detailed.
The Holy Spirit of Adonai and Yeshua possesses their wisdom, discernment, judgment, intellect, brilliance, reason, emotional depth of their own holiness and righteousness, combined with all their qualities, attributes and virtues. Unlike humans who discern some matters without consideration of the comprehensive whole, the Holy Spirit sees and includes all aspects of holiness and righteousness without exclusion. That is what holiness does.
