How do we baptize people into the name of the Father and of the Son and of the Holy Spirit?

The emphasis according to this part of scripture with regard to my question, for me, is baptizing them INTO the name.

Matthew 28:19

NKJV - 19 Go therefore and make disciples of all the nations, baptizing them in the name of the Father and of the Son and of the Holy Spirit.

My understanding is that the Bible speaks of being "baptized into" only with reference to the baptism of repentance (such as that proclaimed and practiced by John the Baptist), or a baptism in Jesus' name only, neither of which caused the Holy Spirit to fall upon those baptized. 

To be "baptized in" the name of the Father, Son and Holy Spirit is the baptism to which Jesus was referring in Matthew 28:19, which is marked by the endowing of the person baptized with the indwelling Holy Spirit.

My references for this opinion are the discussions that Peter and John had at Samaria (Acts 8:14-17), and that Paul later had at Ephesus (Acts 19:3-5), with believers who had been baptized, but who had not received the Holy Spirit, and also the varying Greek words used in those accounts.
