Yes, God certainly has enemies. The devil, Satan, and his demonic hordes [one-third of the angels] rebelled against God and were cast out of heaven. Satan tricked our first human beings into rebelling against God [eating the forbidden fruit] and sin entered God's world through our sinful human nature. Satan took dominion over the whole earth by inciting and fueling human rebellion against God.

The apostle James explains it this way:
James 4:1-10
"What causes fights and quarrels among you? Don’t they come from your desires that battle within you? You desire but do not have, so you kill. You covet but you cannot get what you want, so you quarrel and fight. You do not have because you do not ask God. When you ask, you do not receive, because you ask with wrong motives, that you may spend what you get on your pleasures. You adulterous people, don’t you know that friendship with the world means enmity against God? Therefore, anyone who chooses to be a friend of the world becomes an enemy of God. Or do you think Scripture says without reason that he jealously longs for the spirit he has caused to dwell in us? But he gives us more grace. That is why Scripture says:

“God opposes the proud
but shows favor to the humble.”

Submit yourselves, then, to God. Resist the devil, and he will flee from you. Come near to God and he will come near to you. Wash your hands, you sinners, and purify your hearts, you double-minded. Grieve, mourn and wail. Change your laughter to mourning and your joy to gloom. Humble yourselves before the Lord, and he will lift you up."

In the passage above, the apostle James makes it crystal clear that every human being who rejects God's offer of salvation is an enemy of God. God is willing to set every person free from the dominion of sin in our lives, if we will believe in the saving work of Jesus on the cross (John 3:16-21).

God has set aside a day when he will judge all his enemies and cast them into eternal punishment in hell. Every human being is able to escape this judgement by receiving the salvation that God freely offers through faith in Jesus Christ.

Yes, God certainly has enemies. We Christians who were once non-Christians were his enemies. And all non-Christians of all time are His enemies right now.

My proof for my first statement is Romans 5:10 --

Even when we were God’s enemies, he made peace with us, because his Son died for us. Yet something even greater than friendship is ours. Now that we are at peace with God, we will be saved by his Son’s life.

I mean that while we were God’s enemies, he made friends with us through his Son’s death. And the fact that we are now God’s friends makes it even more certain that he will save us through his Son’s life.

[For if] While we were God’s enemies, he made us his friends [we were reconciled to God] through the death of his Son. Surely [How much more…?], now that we are his friends [having been reconciled], he will save us through his Son’s life.
