I would definitely say NO because every Christian has already been given that authority from the Lord Jesus Christ.

In Matthew 28:18-20 Jesus commissions every believer to go and make disciples. Prayer is an essential tool in making disciples. Every believer needs much instruction to use prayer most effectively.
