Who is the "great nation" from the "north"? (Jeremiah 6:22)

Jeremiah 6:22 says in the New International Version, 

"This is what the LORD says: 'Look, an army is coming from the land of the north; a great nation is being stirred up from the ends of the earth.'"

The immediate fulfillment of this prophecy was the destruction of Judah and Jerusalem by the Babylonian empire under Nebachednezer. The Jewish people were being judged by God for their collective sin and he used famine, plague and sword to destroy those who would not repent. The remnant were taken captive to Babylon for 70 years to cleanse the land from the sins of the Jewish people. Later God restored them to their promised land.

Old Testament events also often portray or foreshadow events that will happen later, either during the first or second coming of Jesus. 

Ezekiel 38 depicts a great army coming from the north to destroy the nation of Israel again during the end times. Then Jesus suddenly appears to destroy this army and save his people.

So the same prophecy can sometimes have 2 fulfillments at different points in time.
