26-28 But then you weren’t willing to go up. You rebelled against God, your God’s plain word. You complained in your tents: “God hates us. He hauled us out of Egypt in order to dump us among the Amorites—a death sentence for sure! How can we go up? We’re trapped in a dead end. Our brothers took all the wind out of our sails, telling us, ‘The people are bigger and stronger than we are; their cities are huge, their defenses massive—we even saw Anakite giants there!’” (The Message)

Israel saw the land that was promised to Abraham Isaac and Jacob, but saw the giants in the land and trusted in themselves instead of God who would deliver them into the hands of Israel. They stumbled at the promise of God and trusted in themselves. And the Jews have stumbled at the promise of God ever since trusting in the law instead of Jesus one blood sacrifice for the sins of the whole world. Galatians 2:21 Romans 1:16 For I am not ashamed of the gospel of Christ, for it is the POWER of God unto salvation to everyone that believeth, to the Jew first, and also to the Greek.
I like Harold Wilmington's bare-bones outline of this. I. AN OVERVIEW OF ISRAEL AT KADESH-BARNEA (Deut 1:19-46) A. The route of the spies (Deut 1:19-25): See Num 13:1-17. B. The rebellion of the crowd (Deut 1:26-33): Dt 1:26 1:26 = Nu 14:1-4; Ps 106:24-25 Isa 63:10; Ac 7:51 Deut 1:30 NET "The Lord your God is about to go ahead of you; he will fight for you, just as you saw him do in Egypt." What was the cause of Israel’s failure at Kadesh-Barnea? “They forgot what he had done, the wonders he had shown them. … They did not remember his power.” (Ps 78:11, 42 NIV). God had demonstrated His great power by sending the plagues on Egypt and by opening the Red Sea so Israel could escape, and yet none of these wonders had really registered in the minds and hearts of His people. Even the miraculous provision of bread, meat, and water didn’t increase their faith. They gladly received the gifts but failed to take to heart the goodness and grace of the Giver. Instead, they hardened their hearts against the Lord and developed “an evil heart of unbelief” (Heb 3:7-19). If God’s blessings don’t humble our hearts and make us trust Him more, then they will harden our hearts and weaken our faith. Unless we receive His Word in our hearts and give thanks to God for His blessings, we become proud and selfish and begin to take the Lord’s blessings for granted. https://storage.snappages.site/7STCWP/assets/files/The-Wiersbe-Bible-Commentary-Old-Testame-90.pdf C. The retribution by the Lord (Deut 1:34-46): Nu 14:2)
