In my opinion, if Ruth had been "loyal" to her own (pre-marital) family and people (the Moabites), she would not have married Naomi's son in the first place (especially knowing that Naomi's family worshipped the God of Israel, rather than the gods of the Moabites).

Once she had made that commitment (even though her husband later died, and despite the decision of Naomi's other daughter-in-law to return to her people), I view her devotion to Naomi as an understandable and commendable extension of that previous commitment.
