What is the meaning of this scripture? What is the significance of the man who made the earth tremble?

“Those who see you will gaze at you, they will consider you, saying, ‘Is this the man who made the earth tremble, who shook kingdoms?'"

As I read it, Isaiah is speaking of the future downfall of the king of Babylon (the nation that had taken the Israelite tribes of Judah and Benjamin into captivity, as well as having conquered other nations and peoples). A day was coming when that king himself would be defeated, and people would marvel that such a fate had befallen a leader who was once so powerful and mighty.

(In another sense, the passage could also be applied to the downfall of Lucifer (who became Satan) in his attempt to overthrow God.)
