ESV - 1 The word that the Lord spoke concerning Babylon, concerning the land of the Chaldeans, by Jeremiah the prophet: 2 "Declare among the nations and proclaim, set up a banner and proclaim, conceal it not, and say: 'Babylon is taken, Bel is put to shame, Merodach is dismayed. Her images are put to shame, her idols are dismayed.'

Some feel this happened already when Cyrus the Mede or Persion conquered Babylon in 539 B.C. Then he released the captives from both the Assyrian and Babylonian Captivities to return to Judah. I.e. these were captives from Israel and then Judah, respectively. Others think the time will be yet future during the Millennnium, the thousand year reign of Christ (Rev. 20:4). See more on this in the Quest Study Bible, p. 1192.
Jeremiah 50:4: In those days, and in that time, saith the Lord, the children of Israel shall come, they and the children of Judah together, going and weeping: they shall go, and seek the Lord their God. Nations that were under the Babylon Empire today are currently guarded by a nation from the north, referred to as “Gomer.” There will be nations against her which shall make the land desolate. (Jer 50:3/Eze 38:6) There shall be wars and rumors of wars, for nations shall rise against nations for there shall be famines and pestilence and earthquakes which shall be the beginning of sorrows. (Mat 24:7-8/Lk 21:11/Amos 8:9-11) Jerusalem shall become a burdensome stone for all people who shall gather together against it, which shall be cut into pieces. For then the house of David and the inhabitants of Jerusalem the spirit of grace and supplication shall be poured and shall witness who they pierced and shall mourn for Him. (Zec 12:3,10) During this period, the seeking of the Lord shall take place at the beginning of the seven-year tribulation period. At this time, the dead who were clean in heart shall rise, and those who are to be raptured will also be taken up. (John 5:25/1Thess 4:16-17) During this period, the two witnesses sent by God the Father who were told “This is my beloved Son, whom I am well pleased,” shall come to testify about the Messiah's second coming. For the sins of Judah shall not be found for those who shall be pardoned and reserved. Those who had seen the clouds and the two witnesses then shall go weeping to seek the Lord God. (Jeremiah 50:20/Mat 24:30/Lk 17:24) The seeking of the Lord shall then come to pass, for the iniquity of Israel shall be sought, and there shall be none found. Those who He has pardoned and reserved to witness Him, for who was, and who is to come as seen Him in the clouds during the rapture of the church. For nations shall gather again to battle against Jerusalem, and on that day, the Lord shall go forth, and His feet shall stand in that day upon the mount of Olives. Those who flee to the valley of the mountain shall be gathered with the saints and our Lord our God, for He shall send His angels to gather together His elect. (Zec 14:4-5/Mat 24:31) Revelation 14:1: And I looked, and, lo, a Lamb stood on the mount Sion, and with him an hundred forty and four thousand, having his Father's name written in their foreheads.
