NKJV - 18 For the Scripture says, "You shall not muzzle an ox while it treads out the grain," and, "The laborer is worthy of his wages.

The scripture says that one is not to muzzle an ox when treading out the corn, so that they can eat as they labor. Its is used by Paul as an example that those who administer the office of pastor/teacher should receive from those being served by them support for what they do, i.e. food and shelter, etc.
