"But Moses said to the Lord, "Behold, n I am of uncircumcised lips. How will Pharaoh listen to me?" The covenant with Abraham specifies that all the people of 8 days must be circumcised. One must conclude Moses is circumcised, but when he says his lips are uncircumcised what does that mean? Can he not speak as The Lord would speak? Has worldly speech not been cut away from him? What does the uncircumcised lips mean and does he need Aaron because his lips are uncircumcised? If that's the case, how would he circumcise his lips?

Ex 6: 12 says, "Moses spake before the Lord, saying, Behold, the children of Israel have not hearkened unto me; how then shall Pharaoh hear me?" It is one of the complaints of Moses. He wondered how a heathen king would listen to him when his own people would not? Five Uncircumcised Things and its spiritual meaning according to the scriptures: 1. Lips (Ex. 6: 12, 30). For Moses this could mean a speech impediment (Ex. 4: 10- 12) 2. Men (Gen. 34: 14; Ex. 12: 48; Josh. 5: 7; Judg. 14: 3; 15: 18; Ezek. 32: 19- 32) 3. Fruit (Lev. 19: 23) 4. Heart (Lev. 26: 41; Jer. 9: 26; Ezek. 44: 7- 9; Acts 7: 51), meaning stubborn and unconverted 5. Ears (Jer. 6: 10) that will not listen to the truth
He is referring to a gift. A gift of speech. As God does not look for circumcision of the flesh, but a true gift of belief. Most people cannot see the truth and therefore God seeks those circumcised in faith. The whole bible speaks in parables i.e. the blind are not truly blind, but cannot see in their hearts. Circumcised means gift and blind means not of true faith.
