in my opinion, Solomon is saying here that, if you are doing business with a person who is foolish enough to take on responsibility for the debts of a total stranger, or for the debts of people of known bad character, you should make certain that, if you give money to that person, you take something of value to that person (such as the very clothing off the person's back) as security to assure that the person will pay you back anything that he owes you, since the person has already shown by his prior foolishness that he is not worthy of your trust that he will pay you back, even though or just because he says he will.
