Zechariah 5:9

ESV - 9 Then I lifted my eyes and saw, and behold, two women coming forward! The wind was in their wings. They had wings like the wings of a stork, and they lifted up the basket between earth and heaven.

This refers to the end times. The stork was considered to be an unclean animal (Lev 11:19) so these two women represent agents of evil, demonic forces, secularism. They will set up the final world system of evil that God will allow and that Jesus will destroy when He returns to earth. Rev 19:11-16

The prophet Zechariah was one of three prophets who dispensed encouragement and hope to the exiles. When they returned to a destroyed homeland, the people lost their vision and sense of spiritual purpose.

I think this segment says that God will remove the wickedness (the sin) from their land. The two women, are agents, workers, sent by God to dispose of the sin in a far away place. Shinar to be exact. At least, that is what I see here.

The wings of birds are employed symbolically in the bible as in Ex 19:4 and Rev 12:14 where eagles’ wings symbolize swiftness of movement. Angels have also been pictured with eagles’ wings. The stork’s wings of Zech 5:9 are associated with the virtues of caring for the young since they feed their young by disgorging their catch directly into their little beaks. In fact, the Hebrew word for the white stork is chasidah (חסידה), meaning "merciful" or "kind." Greek and Roman mythology portrayed storks as models of parental devotion, and it was believed that they did not die of old age, but flew to islands and took on the appearance of humans. They were also thought to care for their aged parents. 

The women with stork’s wings apparently flew with the ephah all the way to the land of Shinar (Zech 5:11). They would be classed as angels who have taken on the appearance appropriate for the task they have been given. By this means the wicked woman within the ephah will be supported by the female angels (as storks would) until the time comes for her house (actually a temple) to be established and active. These two women in fact are probably demonic angels, since the woman inside the ephah is undoubtedly demonic. Zechariah is such a difficult book that it isn't exactly clear when all this will take place.
