I will start by addressing the issue of stand-alone verses, for us to get to the bottom of this, we ought to bring other verses into perspective, I mean by starting from verse 1.

God here gave a revelation of what is to come, that's the first so we continue by asking when and to who considering the time the revelation came and where we are now and then also the contents.

So here, we have to take them one after the other.
Therefore from the first verse, verses 1-3, God is saying that He is going to consume/wipe out all things from off the land/earth. And since this has not happened, that means it's futuristic. Then from verses 4 ongoing, He is pointing specifically to areas of importance and one can see from there that those areas also cover every aspect of life.

Now coming to verse 11, I believe that God is referring to the set of people who are so consumed with their schedule of trades that they never care about the atoning sacrifice of Jesus Christ.

When this will happen is not known by any except God himself. Rev 3:3, Mattew 24:36

Godspeed
