NKJV - 2 The Spirit of the LORD shall rest upon Him, The Spirit of wisdom and understanding, The Spirit of counsel and might, The Spirit of knowledge and of the fear of the LORD.

In my opinion, Isaiah 11:1, by speaking of a shoot coming from the stump of Jesse (who was the father of David), makes it clear that the entire rest of the chapter (including the verse cited in the question) is descriptive of the Messiah, whom God had promised (as early as 2 Samuel 7:11-16) would be descended from David, and the fulfillment of which is indicated by the genealogies of Jesus in Matthew 1 and Luke 3).

Isaiah 11:2-3 (in my view) deals with Jesus in His first coming, and are remarkably similar to verses elsewhere in Isaiah (Isaiah 61:1-2) that Jesus Himself quoted in Luke 4:18-19 as prophesying His earthly ministry.

The remainder of the chapter describes the reign of Jesus at the time of His return at the close of the present age. (This is clear from the passage's description of conditions such as the judgment of the wicked, and the universal peace that will follow, which will not occur until that time.)
