By saying "as fits the occasion", Paul is not speaking of any specific or "special" event (that is, something that might be referred to as "an occasion"), but is indicating that the Christian's words should be relevant and appropriate to the situation in which they are spoken (whatever that situation might be), and should address the circumstances of that situation, rather than having nothing to do with the subject being dealt with or discussed, or being of a tone that does not correspond or is not sensitive to the mood of those involved.
