Why was Reuel also called Jethro?



      

Exodus 3:1

ESV - 1 Now Moses was keeping the flock of his father-in-law, Jethro, the priest of Midian, and he led his flock to the west side of the wilderness and came to Horeb, the mountain of God.

Although the manner in which "Jethro" is used appears to treat it as a name, my understanding is that it was actually a title, since its meaning in Hebrew is "Excellency". By contrast, Reuel is not a title, but a genuine name, meaning "friend of God".
