A great question in this time of epidemic confusion and I humbly submit a few thoughts for your consideration. Some are very quick almost reaching the speed of light to blame cold metal. Another mantra championed by some is psychobabble bromides within the pseudo science of mental illness for big dollar$. (Ephesians 2:2)

Satan, demons and their team players always wear the same color jersey. 
Firearms from our past have always been present and there has always been the mentally challenged with us also. So why is there now such a propensity to do the evil we see today or more importantly what has changed on our current landscape?

LEFTIST POLICIES; ah that's too judgmental or adversarial some may say. 
Okay I humbly submit the systemic removal of religious moral standards from the public square. Granted while not everyone was religious, there was enough of a free or open display of religious moral standards that acted as a counter balance to the evils that live within man. It was this public square display that kept all evil in check and limited it's free movement within general polite society. (Exodus 1:17)

Having to work to eat one had to color within the lines set by a civil polite society. 
But not today, no longer is there correcting shame for any lack of responsibility because some fool will fund your feeding; no matter how foolish or vile you are. (Jeremiah 4:22)

The caterwauling Mandarins of tolerance and our own PC squishes through their shenanigans have been very successful in removing any limiting religious display from the public square. Which has released all the evils from their closets, leaving a shocked polite society to reap the whirlwind. (Galatians 4:16)

BOTTOM LINE: Life Becomes Cheap
In 1973 seven lawyers in black robes when looking for a way to murder the unborn; surprisingly they discovered the RIGHT they were seeking. Thus the devious ruling "Roe vs Wade" was birthed. Upon this leftist alter, it was deemed proper to murder 60,880,636.6 innocent unborn. Of which Planned Parenthood [Murder Incorporated] has murdered 8,281,141.7 unborn, spreading this sin and blood among us all via it's taxpayer funding money; a special thanks to our newly reelected leftists.

So is it any wonder that within GUN FREE leftist controlled utopias of Chicago or any other centers of their tribalism; the chosen sport for their fatherless young seems to be killing each other. (Deuteronomy 27:24; Deuteronomy 28:28; Deuteronomy 28:34)

I would not say that people who unrepentantly commit violent acts and other types of egregious sins are actually possessed by Satan or demonic forces, but they are misusing their free will by choosing to take actions that are in opposition to God's will and commands, and that also further the enmity toward God that Satan and the spiritual beings who serve him seek to promote and extend. Instead of heeding Peter's advice in the passage cited in the question to be watchful and to resist evil, they are yielding to the promptings of their sinful natures, and contributing to their own temporal and/or eternal condemnation.
