After everything the Teacher has said, why fear God? (Ecclesiastes 12:13–14)
13 Now all has been heard;
here is the conclusion of the matter:
Fear God and keep his commandments,
for this is the duty of all mankind.
14 For God will bring every deed into judgment,
including every hidden thing,
whether it is good or evil.

I would say that it was because Solomon, after an exhaustive search of multiple possible means of obtaining ultimate and lasting purpose, pleasure, or fulfillment (as described in Ecclesiastes), finally concluded from a logical standpoint that no earthly experience or practice -- that is, nothing "under the sun" -- could provide it, leaving only the pursuit of a relationship with God (as a Being outside that constraint) that is characterized by reverent awe and respect (the connotation of the word "fear") -- since (as Solomon also noted) God will ultimately bring those who choose or "settle for" other means of fulfillment into judgment -- and obedience to His commandments (which are authoritative, since God is also omniscient), as the means of finding it.
