Although the imagery in this verse has varying translations (as indicated at the website http://www.biblehub.com), I would say that the idea being expressed by the word "fat" is that Israel (represented by an oxen that is burdened with a yoke (a wooden collar that is place on top of its neck to control it) -- or, in other words, that is under the domination of the Assyrians) will grow so large (expressed by "fat", which is also a Biblical symbol of prosperity) and powerful (by God's favor or anointing, which is an alternate translation for "fat"), that its neck will break the yoke that is placed on it (that is, that Israel will free itself of foreign domination).
