Who are the “holy ones” referred to in Job 5:1 and 15:15?

In my opinion, based on the Hebrew word translated as "holy ones", and its use in other passages of Scripture, the reference being made is either to the "sealed" angels (those who remained after the rebellion of Satan and his followers), or to those humans (translated as "saints" in some Bible versions) who, while not being truly "holy" by nature, had been redeemed by having had their sins atoned for through the system of blood sacrifice that God had instituted in anticipation of the final atonement for sin that would be accomplished by Christ, and who strove to serve and follow God, and keep His commandments.
