What is the purpose and message of psalm 121?

Are these promises applicable only to Israel, or to all Christians as well?

Although (to my knowledge) Psalm 121 was not prophetic of any specific future event, nor cited or alluded to by any of the writers of the New Testament, the thoughts that it expresses would (in my opinion) apply equally to Israel at the time that the psalmist was writing; to the modern-day state of Israel; and to Christian believers worldwide as "spiritual Israel" (Galatians 6:16).

That is not to say that, in this fallen world, adversity will never strike them, but God is never inattentive to their situation, or unaware of it, and is able to bring ultimate good out of any event.
