Although the books cited in the question do not identify their author by name, my understanding is that their authorship has been commonly ascribed to Ezra, a Jewish priest who is identified in the book of the Bible that bears his name (and that also gives his geneaology) as "a man learned in matters concerning the commands and decrees of the LORD for Israel" (Ezra 7:1-6) -- a knowledge of which is displayed in 1 and 2 Chronicles.

Following the seventy-year captivity of the tribes of Judah and Benjamin in Babylon (at the end of which the Babylonians were defeated by the Persians), the Persian king Artaxerxes granted Ezra permission to return to Palestine to re-establish the worship of God there, and also to appoint judges and magistrates there to administer the land. After a four-month journey, Ezra arrived in the former land of Judah and Benjamin (which included the city of Jerusalem), and began that process.
