Isaiah 45:3 "I will give you hidden treasures, riches stored in secret places, so that you may know that I am the LORD, the God of Israel, who summons you by name." -- NIV

Isaiah 45:3

ESV - 3 I will give you the treasures of darkness and the hoards in secret places, that you may know that it is I, the Lord, the God of Israel, who call you by your name.

In the passage cited in the question, God is speaking to Cyrus, the king of Persia. Although he was not an Israelite, Cyrus was the ruler whom God chose as His instrument for taking His vengeance against Babylon as punishment for the manner in which the Babylonians had taken the southern Israelite kingdom of Judah (consisting of the tribes of Judah and Benjamin) into a seventy-year captivity. The "hidden treasures" to which God was referring was the accumulated wealth of the Babylonians that they had stored away in the manner described in the cited verse, but which Cyrus plundered during his conquest of Babylon.
