I would say that John 3:16 is so frequently cited because of the concise manner in which it summarizes in one verse the gospel message. It affirms that there is a God. It speaks of God's attitude of love toward humanity, whatever humans' faults or shortcomings. It testifies to the extreme sacrificial lengths to which God was willing to go to assure that humanity would not have to spend eternity separated from Him. and It indicates the ability to avoid that fate not through physical actions (which might result in the exclusion of some people because of their inability to perform those actions), but through faith (that anyone can exercise) in a salvation that Christ has already won for them, and that only He could have accomplished. In summary, it highlights all the elements (faith, hope, and love) that Paul indicated in 1 Corinthians 13:13 are abiding truths, with the emphasis (as Paul stated) placed on love.

For God so loved the world, everybody, that He gave His only begotten Son, Jesus, that whosoever, anybody, believeth on Him, should not perish, but have everlasting life. God made the way of salvation by faith alone in Jesus' finished work on the cross alone apart from any works. Romans 4:5-8. We have to be as righteous as God to go to heaven. No sin can enter heaven so Jesus paid our sin debt in full so we can never be condemned again. He gives us His perfect righteousness at the moment of faith. Believe, trust. Ephesians 1-13 Romans 4:6.
