Since this verse appears in Exodus 24:7, I would say that the portion of Scripture being referred to in the verse is the book in which the words or commandments that God spoke from Exodus 20:22 through Exodus 23:33 (immediately following the giving of the Ten Commandments, but not including them) were recorded. (As indicated in Exodus 31:18 and Exodus 34:1-4, the Ten Commandments were separately recorded by God Himself on stone tablets.)
