An idolater in the broadest sense is an individual who accords to any object, person (including oneself), or concept a greater honor and priority than the individual does to God.

This can be in the form of the actual worship of tangible objects representing false gods (as discussed in the passage cited in the question), but it may also occur through actions such as assigning a higher degree of importance to such things as the pursuit of wealth, social status, or any of a countless variety of personal activities (even if those activities are not "evil" in and of themselves), than to God.

And the real test of that arises when the individual is faced with an irreconcilable conflict between following God and following the object of the individual's idolatry -- especially when it involves violation of a specific prohibition or limit that God has placed on human behavior.
