Why would God raise a "banner"? (Psalm 60:4)
Psalm 60:3-4 (NIV)
3 You have shown your people desperate times;
you have given us wine that makes us stagger.
4 But for those who fear you, you have raised a banner
to be unfurled against the bow.
Psalms 60:1 - 12
ESV - 1 O God, you have rejected us, broken our defenses; you have been angry; oh, restore us. 2 You have made the land to quake; you have torn it open; repair its breaches, for it totters.

To me, the psalmist is employing the metaphor of battle by saying that, in the midst of the adversity which God had inflicted upon Israel (symbolized by a bow attack), He had also raised a highly-visible banner (symbolizing salvation) that would serve as a refuge and rallying point for those who were still "on His side" (that is, who had remained faithful to Him, and were obeying His Law).
