To me, the psalmist is employing the metaphor of battle by saying that, in the midst of the adversity which God had inflicted upon Israel (symbolized by a bow attack), He had also raised a highly-visible banner (symbolizing salvation) that would serve as a refuge and rallying point for those who were still "on His side" (that is, who had remained faithful to Him, and were obeying His Law).
