In my opinion, verses 1-10 were fulfilled in the prophet's time, whereas the remainder of the chapter was fulfilled by the future (at that time) acceptance of the Gentiles into God's kingdom, beginning in Acts 10, and also (in the far future) by the establishment of the modern state of Israel.
