Proverbs 12:10 says, "The righteous care for the needs of their animals, but the kindest acts of the wicked are cruel." While this verse doesn't indicate that God "loves" animals per se, clearly He wants us to treat our animals with kindness. The "righteous" are those that reflect Him and His heart.

Even so, God gives clear permission in His law to eat "clean" animals. Our place in His heart is higher than that of animals, but He still wants us to treat animals with care and concern.

Matthew 10:29-31 sheds some light into this topic. 

"Are not two sparrows sold for a penny? Yet not one of them will fall to the ground outside your Father's care." God cares for all living beings. He is the creator of all.

However, He loves us far more and above the rest. "And even the very hairs of your head are all numbered. So don't be afraid; you are worth more than many sparrows."
