The power "to bind and to loose" are terms used to describe what king's ministers do in the kingdom. This is the same power to impose a rule and to relax a rule - To declare something permissible, and to declare some thing prohibited. Important to note that all of the king's ministers have to power to bind and loose. One minister, however, is placed over the rest of the ministers, acting as a Court of Final Appeal, he can bind what someone has loosed and loosen whan someone has bound. And what he bind, noone can loose. What he loosed, nooone can bind. He is the Prime Minister - and he is known as the one with the keys to the kingdom. The Prime Minister is not above the King. When the King is away, the Prime minister takes charge of keeping the affairs of the kingdom. Like the King, when the Prime Minister dies, another will take his place. When Shebna dies, Eliakim took his office. (Isaiah 22:15-22) The keys denote an office, and to suggest that it is used to open any door is unbiblical.
