There were two times in history when EVERYONE knew the true God - at the beginning with Adam and Eve, and again with Noah and his sons. Gradually, people rejected the Creator and began worshipping creation (Romans 1:18-23). 

God reveals Himself in three ways - Creation, our Conscience, and Correspondence (the Bible). God will hold each person accountable for what he knew while on earth.

Psalm 9:8 states "shall judge". The verse you referenced states "shall be put". To me this implies future, prophetic in nature. 

In Exodus 9, v. 13-16 is recorded the 7th demand God made to Pharaoh. In v.16 we read: "And in very deed for this cause have I raised thee up, for to shew in thee my power; and that my name may be declared throughout all the earth." This is also referenced by Paul in Romans 9:14-18. 

Jonah, a Jew was sent to the Assyrian/Gentile city of Nineveh. I understand they were the original terrorists having a reputation for skinning, flailing, impaling along with amputating the limbs of their captives. (No wonder Jonah first went in the opposite direction!)

Acts 4:25 "Who by the mouth of thy servant David hast said, Why did the heathen rage, and the people imagine vain things?" 

v. 26 "The kings of the earth stood up, and the rulers were gathered together against the Lord, and against his Christ."

v. 27 " For of a truth against thy holy child Jesus, whom thou hast anointed, both Herod, and Pontius Pilate, with the Gentiles, and the people of Israel, were gathered together,"

v. 28 "For to do whatsoever thy hand and thy counsel determined before to be done."

We are all guilty before God, "without excuse". The amazing thing isn't that God saves some but that he saves anyone. Grace is giving us what we do not deserve, mercy is withholding what we do deserve.
