Does Proverbs 24:17 mean that being glad when justice comes to a criminal is also wrong?

What about feeling joy and laughing when you see criminals get sentenced to prison? Is it wrong? Is it sin?

Proverbs 24:17

ESV - 17 Do not rejoice when your enemy falls, and let not your heart be glad when he stumbles.

I am really glad someone asked this question! I have been wondering about this for a long time. I am on Facebook and it disturbs me when Christians seemed to practically rejoice when Osama BinLaden was shot down; when politicians, as a whole, go down the wrong path; and they want to make sure all requests for welfare get tested for drugs and there are countless other examples. I realize as Christians, we are not perfect, but we ARE called to be like Christ, so where's the compassion? I am the least perfect person but I know Christ died for EACH of us and we are ALL sinners, though we all sin differently. I defend the politician because he or she is probably bowing down to peer pressure; Christ died for BinLaden too; and there are some of us who Have to be on welfare because of medical or financial reasons....

we shouldn't rejoice like when Osama Bin Laden was shot because a person that God created was shot and cant go to heaven cause he doesn't know the one true God he might not have had that chance. So when somebody gets justice that you just pray for him to get to know God wherever he or she is so when somebody asks are you happy that the criminal finally got caught just say im praying that he gets saved and learns to know God so if and when he dies he gets to go to heaven.
