What are tassels in Numbers 15:38-39?
38 Speak to the Israelites and say to them: ‘Throughout the generations to come you are to make tassels on the corners of your garments, with a blue cord on each tassel. 39 You will have these tassels to look at and so you will remember all the commands of the Lord, that you may obey them and not prostitute yourselves by chasing after the lusts of your own hearts and eyes.

I submit that the tassels (tzitzit) are the hanging threads interwoven with a blue thread knotted together and found on the four wings or corners of a prayer shawl. Numbers 15:38 The garment spoken of is the tallit sometimes spelled tallith the Jewish prayer shawl sometimes referred to or translated as tent. The tallit itself is a white rectangular piece of fabric. The four corners are also known as wings, on these corners of the tallit there are hanging threads with special knots called tassels (tzitzit) used to remember and count commandments. Numbers 15:39 They are worn by Jewish men after their Bar Mitzvah 13th birthday, prior to their exile and dispersion from the land of Israel, they were worn daily and raised over their head as a mobile prayer closet. Psalm 91:4 speaks of these wings as does the women with the issue of blood touching the hem corner tzitzit of His garment in Mark 5:27-28 The Lord blessed her for knowing and then acting on the prophecy, when Messiah comes He'll bring healing in His wings.
