What is the meaning of "for whatsoever is not from faith is sin"?

I've seen questions about things like gambling, overeating, masturbation, etc. answered by referencing this passage. What does it mean to be "from faith"?  Does this mean that if we believe it might be sinful it is a sin? I would like some clarity on this.

Romans 14:23

KJV - 23 And he that doubteth is damned if he eat, because he eateth not of faith: for whatsoever is not of faith is sin.
