Does God consider it murder if an innocent man is executed by the state?

If it is murder, who is guilty of it? The judge, any false witnesses, the jury, the executioner?

Deuteronomy 16:19 - 20

ESV - 19 You shall not pervert justice. You shall not show partiality, and you shall not accept a bribe, for a bribe blinds the eyes of the wise and subverts the cause of the righteous. 20 Justice, and only justice, you shall follow, that you may live and inherit the land that the Lord your God is giving you.

In my humble opinion the short answer is YES it's murder, now as to who bears the guilt for it, everyone who actively perverted Justice and only justice in the matter!

Exodus 20:3 
The ten commandments written by the finger of God in stone always govern man's relationship to Him and among each human the very affairs of this life.
Of importance here are the sixth "Thou SHALL do no murder" and the ninth "Thou SHALL not bear false witness against your neighbour"
(note: on a legal document after the word SHALL, whatever is stated must be done).

Legal criminal actions and their documents normally have wording to the effect that the people of a named state vs a named person or persons, followed by the dates of charged violated codified statute law in that named state.

Thus all actions done in a legal court of law for that state are done in the name of it's people, and any miscarriage of justice within that court system is shared by the people!

As believers we must ensure that our legal system does it's work correctly and with justice for all who come for their day in court before the bar of justice, whatever the reason or charges maybe, (there, but for the grace of God go I).

Consider for a moment that a DA may charge someone for his own political gain and that a Judge may allow or disallow certain facts of a case for any number of reasons, and the defence is the best that may be purchased (afforded).
But the final say in the matter before the court rests with the jury of one's peers (citizen equals) who will decide guilt or innocence, this great responsiblity requires no ivy league law degree, sad but true morals and common sense are optional.

The system is dependant on a moral people doing their civic jury duty, as if unto the Lord.

Yes, if the person was accused falsely and are indeed innocent, along with the parties that prosecuted the individual were aware of the person's innocence, then asking for the death penalty is adding to the first sin of injustice, sealing a judgment against themselves. A snare for the innocent is a deeper snare for the unjust. 

However, if the prosecuting agents were unaware of the convicted person's innocence, nor did not falsify evidence to attempt to bring about an injustice, then this is a crime done unintentionally. The scriptures write, that every man (woman) will give account for his/her deeds. Law officers of all kind are servants of God, at least they should be, when these individuals are not exercising due-diligence then to God they will answer for it. 

Repentance is in order in cases like this, as it is whenever we disobey God's word, but judgment of our deeds will occur for each of us, regardless of repentance. Remember for our history (heirs of Christ) our forefather King David had an innocent man murdered, Uriah, and the Lord was swift to judge him for his sin. This is why his firstborn child with the wife of Uriah, who was King David's wife at the time, lost his life shortly after his birth. Not only that a curse from God's lips came upon King David about his house, and later in life, another of his son's, Absalom, attempted to murder his own father, King David. 

Intentional or unintentional we all must answer to the things we do.
