I would say that God, in His omniscience, responds to the prayers of sinners -- a term that encompasses all of humanity -- according to His will, which can encompass a wide variety of possibilities and purposes, given the spiritual condition of the petitioner on the spectrum of belief (including degree of faith, and state of repentance or non-repentance); and His knowledge of what response (or lack of response) to prayer would promote His will and purposes, including the benefit to the faithful -- even if it is not the specific response or time frame (based on God's decretive or permissive will) that the petitioner may have in mind.
